Application Activity

The primary goal of this course is to provide the tools needed to implement a land readjustment project in accordance with your own country’s context.  As such, we designed a hypothetical scenario for us to apply ideas discussed in this course.  When working on the application exercise, you may consult with your peers and instructors who will provide valuable feedback about the application of land readjustment through online discussion.

The mayor of a developing city with a population of 150,000 attended a workshop to learn about land readjustment.  Although she is interested in adopting a land-assembly method, she does not know if land readjustment is the right approach for her developing country.

一位发展中城市的市长参加了一个关于土地整备的研讨会，这座城市有15,000人口。虽然她对采用土地征用这一方法很感兴趣，但她并不知道土地整备是否适合自己的发展中国家。

The city has been grappling with numerous challenges such as:

·        rapid growth in population and immigration,

·         budget constraints that make it difficult to provide basic services,

·         land boundary fragmentation,

·         a shortage of serviced land for housing development,

·         growth of slums and encroachment onto government land, and
·         贫民窟增多，侵占了政府土地
·         fragile ecosystems.

The city has also been using conventional tools (public land acquisition or eminent domain) for a long time to assemble land for urban redevelopment, but is facing increasing difficulties due to budget constraints and resistance from residents.

长期以来，该市一直在使用传统方法(公共土地征用或土地征用权)来为城市再开发征集用地，但由于预算限制和居民的抵制，该城市面临着越来越多的困难。

1. Using this example, and based on what you have learned in this module, what land-assembly options would you propose to the mayor?  What are your objectives?  What are the pros and cons of your best proposed option?

 2. Now take a different perspective from your own and select one of the following roles:  a city manager, real estate developer, urban planner, or community organizer.  What land-assembly options would you propose to the mayor?  Please specify principles and objectives of your best proposal along with its potential advantages and drawbacks. 

 Please kindly submit your proposals online before March 19, 2017 to facilitate a peer assessment of your ideas.
