在本单元的学习中，我们将探讨土地整备在世界各国的不同应用和实践，主要是在发展中国家和新兴经济体地区的案例。把关注的焦点放在这些国家和地区，是因为这些国家正在经历城市发展快速的时期，而解决非法占用土地问题是发展的关键。尽管有这种需要，现在很少文本全面系统地记载了关于发展中国家的土地整备实践，很多书本和杂志文章记录的都是工业化国家的实践经验。我们相信本课程给大家提供的信息将更能适用于发展中国家的实际情况，为发展中国家的土地整备提供经验和教训。

In this module, we examine the diverse experiences of adopting and experimenting with land readjustment around the world, with a special focus on developing countries and emerging economies.  The reason for this focus is that the information is crucial for many developing countries where urbanization is proceeding rapidly.  Despite this need, accounts of land-readjustment experiences in developing countries are unavailable in the current literature in a comprehensive and systematic manner, albeit many books and journal articles have already been written about the experiences in industrialized countries.  We believe that the information presented in this course, which is tailored toward developing-country situations, contributes to the knowledge and application of land readjustment.
