Myth #3: The Existence of a Buoyant Real Estate Market

Another often cited prerequisite for land readjustment is the existence of a vibrant real estate market.  This consideration fully reflects a more market-oriented perspective of the land readjustment approach.  There are two reasons why a buoyant housing market is needed.  First, if one of the objectives of land readjustment is cost recovery, some land parcels will be reserved for sale through re-plotting.  To obtain reasonable selling prices for the reserved land sites and in turn generate a handsome revenue, there ought to be a strong demand for land.  A slow housing market and weak demand for land could mean low land revenue-generating capacity for land readjustment. 

Second, landowners in a land readjustment project are asked to give up a certain percentage of their landholding to cover the costs of infrastructure investment.  Compensation for the forgone land area is the potential increase in land value due to improvements in public services and infrastructure.  Again, in a slow housing market where the demand for real estate is weak, the potential increase in land value is limited after land is serviced.  Small land value increments may not provide sufficient incentive for landowners to participate in land readjustment.
