思政案例讨论 Discussion

2018年3月22日，特朗普签署总统备忘录，对从中国进口的商品大规模征收关税，导致全球金融市场震荡至今，中美贸易战实际上已经蔓延到了金融市场。2019年8月伊始，随着美方又一次单方面宣称新的加征关税措施，将中国定性为“汇率操纵国”，外汇市场上人民币对美元汇率连续几个交易日震荡下行，中美贸易战的金融战场交锋升级。面对美国的金融威胁和单边金融制裁的潜在风险，我国如何应对以捍卫金融安全，是关系我国经济社会发展全局的一件带有战略性、根本性的大事。

请结合货币国际化的利弊，探讨人民币国际化与金融安全的关系。

Background:

On 22rd March 2018, Donald Trump signed a presidential memorandum levying tariffs extensively on imported goods from China which resulted in great turbulence in global financial markets. In fact, now the trade war between China and the America has expanded to the financial markets. Once again, in August 2019 the U.S.A. declared new tariffs and identified China as currency manipulator. Afterwards the exchange rate of RMB continued to depreciate against US Dollar. The potential for the trade war to escalate to a financial war significantly increased.

Problem:

Faced by the financial threats and financial sanction from the America, how China should defend financial security is a fundamental problem concerning the development of economy and society. Please discuss the relationship between RMB internationalization and financial security in terms of costs and benefits of currency internationalization.
