How did "red tide" and "water bloom" come about? How can we reduce their occurrence?

We know that there are a large number of algae in seawater and fresh water. Sometimes people can see the phenomenon that the sea water turns red or orange, or the fresh water turns blue or green, which is called "red tide" and "water bloom".
