我可以举一个最近在菲律宾巴拉克岛的例子

你可能听说过它被关闭了六个月

现在，关闭的原因是环境问题

但有趣的是它的社区

全市有三万五千人

有百分之二十一的贫困率

但是你有一个岛屿 它正在产生类似的东西

每年80亿美元的支出

几乎没有一个留在社区里
