中国进入全域旅游发展的新时代
全域旅游的官方定义
是在2015年前国家旅游局公布的
建立“全国全域旅游示范区”文件中提出的
全域旅游的官方定义是
指在一定区域内以旅游业为优势产业
通过对区域内经济社会资源进行全方位 系统化的优化提升
尤其是旅游资源
实现区域资源有机整合
产业融合发展
社会共建共享
构造一种新的区域协调发展理念和模式
来促进旅游业以及经济和社会协调发展
全域旅游追求的不再是游客数量的增长
而是旅游质量提高
全域旅游的目标是通过旅游业提高人们的生活质量
全域旅游的概念
可以分为以下四个部分
第一部分是全域旅游具体领域的主体部分
选取特定区域如地区 省 城市
作为完整的旅游目的地
提供整体服务和产品
第二部分是实践
进行整体规划和布局
提供多部门综合管理
和整合营销推广工作
第三部分是实现全域旅游的目标
实现建设 产业 设施和服务一体化
第四部分是全域旅游的精髓
全域旅游的精髓是发展新的理论和实践模式

从2015年开始 全域旅游进入国家示范阶段
2015年8月 前国家旅游局局长李金早
在全国旅游工作研讨会上
首次提出了促进和发展全域旅游的战略计划
前国家旅游局发布了关于成立全域旅游示范区的通知
2016年1月29日在海口市举办的全国旅游工作会议上
李金早谈到全域旅游标志着中国正式
拉开全域旅游业发展序幕
2016年2月5日
前国家旅游局发布公告
宣布全域旅游示范区的国家标准
262个市县成了全域旅游示范区第一批创建单位
2016年11月
前国家旅游局宣布了
238个市县成了第二批全域旅游示范区
2018年3月 办公室发布了
促进全域旅游业的发展指导意见
李金早强调 发布指导意见
标志着全域旅游开始纳入国家战略
