并经历了五个发展阶段
第一阶段是初期
自1978年开放政策以来
中国的经济迫切需要发展
因此 仅优先考虑入境旅游
国内旅游市场需求还没有形成
中国没有明确界定旅游作为经济的一部分的性质
第二阶段被称为快速发展阶段
随着经济的改善
国内旅游市场开始迅速发展
需求规模日益增加
国内旅游政策逐步从过去的“不鼓励 不反对”
到“根据当地情况采取措施 正确的指导稳步发展”
进入1990年后
国内旅游业进入“积极发展”
现在让我们来看看国家整体的发展阶段
全国发展阶段开始于1998年
在中央经济工作会议上
旅游业被确立为国民经济中的一个新的增长点
中国的旅游政策已经进入
一个全面并迅速发展的时期
国内旅游 入境旅游和出境旅游同步发展
中国旅游业进入综合发展阶段
现在看第四阶段
我们称之为稳定发展阶段
2009年2月 国务院颁布关于加速旅游业发展的意见
旨在将旅游业发展为国民经济战略性支柱产业
从那时起
中国的旅游业进入专注于国内旅游的全面发展时期
现在让我们来看看2016年直到现在
我们称我们进入全域旅游阶段
全域旅游是什么意思
2016年 在全国旅游工作会议上
前国家旅游局局长李金早提出
中国的旅游业发展应该
从“景点旅游”到“全域旅游”
之后 前国家旅游局发布了
第一批262个和第二批238个“国家全域旅游示范区”
