好吧 但是如果你想想

如果你想想签证 签证对旅行者来说其实就是令人沮丧的经历

联合国世界旅游组织等组织

在过去30多年里一直试图

让各国政府在签证方面更加自由

在某些情况下完全取消签证

但在某些情况下减少限制

有一段时间我曾住在加勒比海

在加勒比海工作

当时加勒比海旅游协会

CTA有大约三十个成员国

其中大部分是小岛和像圭亚那比如说

以及南美大陆的哥伦比亚这样的大国

但如果你看看那些小岛 比如巴巴多斯 牙买加 圣卢西亚

和格林纳丁斯 比如说

它们都有同样的吸引力 那就是海滩旅游

现在他们说 不不不 我们还有更多

但是如果你看看它 除去那些价值不大的事物

那么它主要的吸引物就是气候和海滩

但问题是

你看到每个岛屿提供的东西基本上都是一样的

发生了什么

这是竞争性浪费

所以你会发现有一个国家会给

投资者五年免税期

其他的国家会给七年甚至十五年免税期

有的国家会说 好吧

我们会给你尽可能多的工作许可

你想带多少外国人来就带多少

其他的限制则会很多

因此 从这个意义上说 当你有了竞争

我认为旅游业是世界上最具竞争力的全球性服务业之一

如果是这样的话

你不仅仅可以

可能是加勒比地区的30个岛屿的海滩度假

世界各地都有很多海滩度假胜地

所以目的地面对的是一个非常激烈的竞争环境

你可能会说好的

我想试着得到奖励

吸引游客到这里来通过提高更好的基础设施

也包括土地使用政策

在这些岛屿中你会发现土地使用政策变得非常重要

因为土地是有限的 大家对土地有着竞争性的需求

比如旅游业 农业和不同类型的农业 如放牧业

如放牧业

因此如何分配土地

如何将土地分配给旅游业

如何控制土地的使用是非常非常重要的

所以我想到牙买加的情况

它把一个著名的加勒比岛屿作为旅游业的重要组成部分

它最初有三个旅游开发区 A、B和C

A是最发达的 B不太发达

C才刚刚开始开发

所以如果你想在岛上投资

如果你想去最发达的A区

你得到的奖励会较少

如果你想去第二发达的B区

你将得到更多的奖励

如果你去了刚开始开发的C区

你得到的帮助会最大

所以在这个意义上

他们试图通过激励来控制发展

此外当我们谈论旅游时

我们总是需要记住旅游是关于人的

它是关于国内旅游者的

关于国际旅游者的 而且旅游业是一种服务业

所以你可以在岛上建造最好的酒店

他们都对旅游业产生了影响

也许 另一个我们都很熟悉的领域是交通

好吧 如果我从英国来中国我就乘坐飞机

我可以坐火车来 但这将花费我两周的时间 至少两周

如果我乘船来的话大概需要两个月的时间

所以 当我看中国的时候

如果我从文化和旅游部角度来看的话

而在交通政策上最重要的是建立航空联系

航空运输政策非常地复杂因为它在两个层面上运作

一是政府层面

各国政府在多边协定中只同意双边协定

二是航空公司层面

他们在协商航线 价格和各种各样的事情

所以如果你看了所有这些东西

我会想进一起方法利用这些政策

你会发现旅游业受到政府层面的政策影响

也受到来自其他部门的政策的影响

但这些部门与旅游业不可分割

所以旅游业是多部门的

因此 我们必须考虑

到旅游部门的需求

因此作为旅游部长

我可以去和航空公司的董事谈谈
