多种城市化问题

第一单元降到了 土地整备

可以推动半城市化

这种手段在土地开发密度上升时

能够在快速城市化过程中

满足日益增长的土地需求

为不同类型的城市发展

强制收购土地

但会以牺牲小型乡村社区为代价

在信息不对称的情况下

通过市场进行的私人土地转让

可能会让少数土地开发商受益

原因由于获取信息受限制

农民或者城市贫困人群等群体

得不到充分的信息

因此 土地整备

比解决城市发展瓶颈问题的

其他传统方法

更公平 争议更少

但土地整备

也不是解决所有城市问题的万金油

它不能取代总体规划

实际上 土地整备应用在周边

或者较小地块时 必须好好进行总体规划

以确保城市不同区域的单独干预

能够在以后形成一个

连贯的整体

这是很多国家在调整土地整备时

关注的关键性问题

在强调一遍 土地整备和总体规划

必须紧密联系

才能推动有序的城市开发

土地整备也不能替代

精心设计的城市发展策略

诚然 土地整备的财务可行性

是由城市经济发展前景决定的

无法吸引投资和劳动力的城市

土地价值较低

土地升值潜力小

土地整备对土地所有者就失去了吸引力

执行机构也就无法

出售预留土地

来填补项目成本

尽管土地整备的一个优势

是可能能够部分覆盖成本

但这不表示 市政当局

能够忽略公共财政

及时在最理想情景下

即 土地整备能自筹经费

该项目能够覆盖的

也仅仅是基础设施投资成本

据我们所知 没有哪个土地整备项目

能够覆盖当地基建的

长期维护成本

因此 实行了调整后的土地整备计划的城市

仍需要建立地方税或者费用

来为当地道路 供水和下水道系统

学校和其它公共设施维护提供资金
