在之前的课程中
我们学习了环境库兹涅茨曲线假说及其由来
接下来我们进一步探讨EKC曲线
对中国环境治理的启示
首先 我想问大家一个问题
EKC曲线的拐点是否会自动到来呢
（停顿）答案是否定的
EKC曲线反映的只是一个客观现象
并非必然规律
因此EKC曲线的拐点是不会自动到来的
必须在外部因素的影响下才可能到来
这个外部因素可以是环境政策
也可以是人们的环保意识
还可以是科技水平的进步等等
如果人们一味追求经济发展
而对环境污染置之不理的话
环境污染水平
不仅不会随着经济的增长而下降
反而还有上升的风险
接下来大家思考第二个问题
倒U型曲线描述了
环境污染水平会随着经济的发展
而呈现出先恶化再变好的趋势
那我们是否就可以走
“先污染后治理”的道路呢
（停顿）这个观点也是错误的
原因有这么几点：
首先
从经济学的角度分析
货币有时间价值
环境改善的出现也存在着时间价值的问题
如果环境库兹涅茨曲线上升
到达顶点需要很长时间
这意味着国家在较长时间里
要承受环境污染给人们生活质量带来的影响
如果环境污染达到一定的程度
就会给人们的身心健康带来损害
在这种情况下
未来环境改善的现值
往往难以弥补现期环境破坏的成本
其次
环境的承载力是有限的
如果环境的退化
超过了一定的生态阈（[yù]）值
那么其所带来的后果是不可逆转的
比如过去的一些污染
导致许多珍稀保护动物的生存环境
受到了破坏
最终导致这些动物的灭绝
这种结果在后来无论多么努力也无法弥补
最后一点
过去发展中国家为发达国家
提供了“污染天堂”
发达国家在产业升级中
向发展中国家转移了污染源
所以说
环境污染问题可能依然存在
只是从一地转移到了另一地
或从当地的污染问题
转为区域性甚至全球性的问题
因此
“先发展后治理”的道路
在中国是是肯定行不通的
那么我们该采取什么措施
来降低环境污染呢
这里我们从政府
企业和公众三个层面来探讨
从政府层面而言
首先要转变经济发展方式
从战略层面调整产业结构
转变经济发展方式就是要求我们
从过去高污染 高排放的发展方式
转向绿色发展方式
调整产业结构
就是要推动传统制造业的绿色化改造
引导产业向更加清洁
节能和安全的方向发展
其次
政府应制定财政激励政策
鼓励减排
补贴高科技 高附加值
和清洁生产的企业
还可以通过补贴以及银行贷款低利率的方式
来鼓励公众购买使用
以新能源作为动力的汽车
再者
进一步完善司法保障机制
对高污染 高排放企业严加约束
加大执法力度
从企业层面而言
一是要转变经营目标
和经营思想
企业的生产活动
不能仅仅以利润为导向
更要注重可持续发展
必须从末端治理模式转向清洁生产方式
二是
要积极开展技术创新
严格履行相关环保法案
为改善空气质量
承担必要的社会责任
最后从公众层面看
社会公众
是环境污染治理中不可缺少的主体
一方面
作为消费者
我们大家 每一个人
都应该大力推行节约型消费
优先采购节能 节水
和低污染的绿色环保产品
与此同时
减少对一次性 不可回收产品的使用
在全社会形成绿色消费风尚
此外
大家应该减少开车出行的次数
尽量使用公共交通工具
或者是步行代替私家车
以此减少城市的尾气污染
另一方面
我们还要充分发挥公众的监督作用
鼓励大家及时制止
企业偷排污染的行为
并向环保部门举报
好

特别是从政府 企业和公众三个层面
