我想说我听到的普遍回答会是

这样方便通过审批

我说的是大实话

我觉得开发商进入这一流程时

都带着非常明确的目标

他们无比希望自己的项目获得资金 并最终建成

为了实现这两个目标

他们必须通过审批程序

开发商开发项目

并不是为了向城市

做出无私捐助

他们可以通过其他方式捐赠

但他们建房子

或者进行其他综合开发

目的是为了赚钱

不是慈善

所以通过这项程序

并设法满足社区利益群体

市政府 环保特别利益群体

及国家环保局的要求

是非常重要的环节

但这样做的目的只有一个

那就是让项目在财务上是切实可行的

并获得审批

利益相关方的定义比较微妙

他们可以分成不同层次

我认为不同的开发商有着不同的态度

对此我很确定

不同的开发商对不同利益相关方

应获得的相对权重持有不同的态度

在各方面取得平衡是一件非常非常微妙的事情

比如 我就认识一些开发商

他们把城市相关部门代表的利益相关方

视作合作中的首要目标

并把社区居民群体

看作是合作中的

小麻烦

之所以会如此 其中一个原因

显然是居民群体往往不可预知

就我个人的经历而言

有时候在这些受影响的群体之中

会有一两个人

在讨论时声音特别大 盛气凌人

他们总是异常纠结一到两个问题

而有时候这些问题偏偏无法解决

这些都是开发商经常

会碰到的问题

开发商有时会尽力妥协

达成和解

有时得寻求第三方

即市政府的参与

让市政府充当调停者

解决与强势社区群体之间的争议

有时候 这些措施也没有效

就我个人而言 根据我所处理过的项目

我觉得情况的确如此

不仅是社区群体

还有市政当局

在设计的变化方面

我们都感受到了项目的附加值

有些情况下 变化体现在项目的物理属性上

是有益于社区的

是社区希望看到的

有些情况下 变化体现在规划上

比如将大厅区域

变成公共区域

长时间开放

还设立公共洗手间

如果是海滨项目的话

来海边的人

都可以使用

在与社区及市政当局讨论的时候

这些问题会频繁地提出来

我觉得这个问题的关键点在于

用有意义的方式

影响评估非常重要

但一个关键因素就是

什么时候进行影响评估

为了让项目

承担必要的社会责任

必须考虑

不同部门参与的有效时机

我的意思是说 我了解到的一点就是

在征询利益相关方群体意见时

不要让项目过度硬化

好像这是一个防御工具 其实它是协同工具

我们应该想办法共同解决问题

我怀疑那些文件是否真的有用

其中一个问题是 他们要求如此详尽的分析

这要付出很高的代价

耗费很多时间

而你还得把这样一个级别的项目

始终处于

原理图与设计之间的

开发阶段

如果影响评估放在

考虑是否开发项目的

初期阶段进行

而不是在项目设计方案出来之后才进行

这样可能更加有助于

与利益相关方群体

达成共识

退一步说 为了满足MEPA

和波士顿市政府的要求

你已经花了几十万美元

在项目设计上

重新设计非常不容易

或许不至于那么严重

但无论如何 在项目早期做出影响报告

可以更好地

帮助受影响群体
