为了解释GIFF模式

有三个关键的问题应该经常被问到

第一个

发展中国家有什么?

第二

发展中国家有潜力在哪方面做得好?

最后一个问题是政府如何在

促进产业升级和结构转型中发挥促进作用?

实行GIFF模式有6个步骤

我将一一解释

第一步是找到快速发展

且拥有相似禀赋结构的国家

该国人均收入应比我们自身高100%到300%

或者我们与20年前的该国应有相近的人均收入

确定过去20年

在这些国家表现良好的

动态增长的可贸易产业

在这里

避免政府做错误的事情

或者避免被既得利益集团为了

寻租(也称竞租)而俘虏,这是非常重要的

第二步是看看一些国内私人公司

是否已经涉足这些行业

是否有已经存在的产业或有新兴的产业

然后确定质量提升或企业加入的制约因素

采取行动消除这些制约

整合默会知识的概念很重要

第三步是对于目前没有本土企业涉足的行业

我们应该寻求基准国家的外商直接投资

或者组织新的企业孵化项目

第四步

除了第一步确定的产业外

政府还应该关注

民营企业自发的自我探索

支持和扩大民营企业在新产业中成功的自我创新

这意味着从新技术带来的机遇中获益

第五步是在基础设施差

商业环境差的国家

可以利用经济特区或工业园区

来克服企业进入壁垒、吸引外商

直接投资和鼓励产业集群

最后一步是政府可以对上述

先驱企业进行补偿:

例如,在一定时期内的税收优惠

投资的直接信贷

以及获得外汇的机会

这是我们国家咨询项目的框架

今天

我们面临的背景

是中国提出的“一带一路”倡议

以及其他发展中国家对工业化

和可持续发展的要求

在项目实施层面

我们有三个大的过程

一是GIFF报告

二是经济特区的诊断与评价

最后是相关的投资促进活动

此外,能力建设或是人员培训是随着

整个项目的实施而进行的

现在我们来讲GIFF研究的第一个模块

经过几轮的论文研究和实地研究

我们将在这部分中回答三个我们一直重复的关键问题

第二个模块是关于经济特区的诊断和评估

这是指对现有经济特区的评估

第二,在现有的经济特区中找出一到两个容易实现的目标

第三,硬件和软件基础设施的详细诊断

当然,还有向东道国提出的行动导向的建议

最后一个模块是基于国家自身禀赋确定

具有比较优势的行业的投资促进
