The developer was thrilled to have an opportunity to pursue such a large- scale mixed-use project in a new market (in a different country). The company wanted to begin as quickly as possible. As the company’s project director learned from his primary contact in the new location, he would not be required to do anything more than submit the detailed plan he had hired a team of consultants to prepare. In his own country, getting approval from political insiders was all that he ever needed. The developer was surprised by the almost immediate pushback he got from local residents and government agencies regarding possible social and environmental impacts of his project. He needs to get everything back on track as quickly as possible – time is money!
