Your company is in the process of deciding whether or not to make a major investment in a large mixed-use real estate development on the outskirts of a mega-city (i.e, a population of more than 10 million) in Asia. You have worked long and hard to gather background information, oversee the preparation of a range of consulting reports, and convince international investors to buy into the project.
You know that the project has already garnered some political opposition, especially from opponents of the current national administration. In all likelihood, they are just looking for ways to embarrass the administration. It is true that the site of the proposed project is near a series of small settlements of an indigenous tribe. But, you’ve consulted with the tribal leader, and you are convinced that the tribe would be willing to move if your company provides sufficient compensation. It is also possible that your project will cause some existing industries and service providers to leave the central city and move to your site. In fact, you are offering incentives to make that happen.
Describe the ways in which you might use a Social Impact Assessment to address some of these concerns and win support for your project. How would you scope and run a SIA in this case? How would you organize the roles and responsibilities of the various parties? Be sure to describe how you would use SIA to consult with and compensate impacted groups.
Learning goals:
SIA, like EIA, involves forecasting various dimensions of impact. Quantitative and qualitative data usually have to be combined (by a variety of disciplinary experts) to produce such estimates. Stakeholders should be involved before during and even after an SIA has been drafted to ensure transparency and enhance the credibility of the analysis of impacts in the eyes of the community.
Responses to the Module 3 assignment should:
1. Explain how SIA can be used as a basis for consultation with groups likely to be displaced or adversely affected;
2. Explain how SIA can be used as a basis for calculating fair compensation for impacts that cannot be avoided or mitigated;
3. Describe a hypothetical SIA process that includes the major stages discussed in the module;
4. Discusses the roles and responsibilities of developers, assessors, regulators, technical advisors, and local and regional stakeholders in the SIA process;
